Moore County, NC Public Health Rules: Rodent Control (2026)

Section 8-155(b) of the Solid Waste article specifies that every garbage container in the county must be constructed of metal or equally durable material, built strong, watertight, not easily corrodible, flyproof and rodentproof, so rodents and insects cannot nest in or feed from stored waste. A separate clause, Sec. 8-155(c), addresses refuse more broadly: it must be stored so that it will not provide harborage to rats nor cause a fire hazard, independent of the container-construction standard. The county Health Department, acting through the health director, enforces both requirements and may inspect any container or storage arrangement; under Sec.

8-161, if the director finds a permitted solid waste collector's equipment or practices violate these regulations, the collector gets ten days' written notice to correct the problem before the county revokes the operating permit, with a right to a board of commissioners hearing on ten days' written petition. The rule sits inside the same article that sets the weekly collection requirement (Sec. 8-156) and the county's disposal-site standards (Sec. 8-158), so an owner who lets refuse pile up in a way that could shelter rats is separately exposed regardless of whether the material is later collected on schedule.
