New Braunfels, TX Public Health Rules: Rodent Control (2026)

Appendix B of the New Braunfels Code of Ordinances, the city's Mobile Home Community Ordinance, sets rodent and insect control as a standing maintenance duty rather than a one-time inspection item. Sec. 10 requires grounds, buildings and structures within a licensed mobile home community to stay free of rodent and insect harborage and infestation; Sec. 11 requires brush, noxious weeds and grasses to be controlled; and Sec. 12 limits extermination methods to those that are safe for humans, so a park operator cannot use unsafe or unlabeled poisons to solve an infestation.

The same appendix reaches the problem from two other directions. Sec. 31 requires that refuse storage, handling and disposal within the community be conducted so it does not create fire or health hazards, rodent harborage, insect breeding areas or air pollution, and Sec. 15 puts a parallel duty on each resident to store and dispose of rubbish and garbage in a clean, sanitary and safe manner, with garbage containers that are rodentproof, insectproof and watertight. Because these duties sit inside the licensing ordinance for mobile home communities specifically, rather than the citywide International Property Maintenance Code adopted at Sec.

14-36, they apply to the park owner/operator and to individual residents of a licensed community, and a community that lets rodent harborage persist risks the compliance findings that back a mobile home community license.
