New Braunfels, TX Public Health Rules: Syringe Disposal (2026)

Sec. 110-39 governs the city's automated residential garbage cart program, and subsection (k) singles out medical sharps because they can injure the solid waste crew and equipment operators who handle carts by hand or through an automated arm. Ordinary household medical waste, things like used bandages or medication packaging, must be bagged in plastic and tied securely before going in the cart. Lancets, syringes, and hypodermic needles get a stricter standard: they have to be placed inside a container that is rigid, leak-proof, and puncture-resistant, sealed with a taped lid, and labeled to identify what is inside before it ever reaches the solid waste cart.

The rule applies to the recycling cart too. Sec. 110-40(f), the parallel section governing automated recycling collection, separately lists lancets, syringes, hypodermic needles, and diapers among the items recycling crews will not accept, and finding them mixed in with recyclables results in the cart going unserviced until the resident removes the prohibited items. The city does not provide sharps containers itself; commercially available puncture-resistant containers, sold at pharmacies for this purpose, or a repurposed rigid plastic container with a secured lid and taped seams, satisfy the standard as long as it is properly labeled.

New Braunfels does not operate a public needle drop-off or syringe exchange program under this chapter; the ordinance addresses only how sharps generated by a household must be packaged for the city's own collection system, not a separate disposal or exchange service.
