The pest elimination duty sits inside Article V of Chapter 10, the South Thornton Urban Renewal Authority Non-Residential Property Maintenance Code, whose scope clause limits it to existing non-residential structures and premises located in the South Thornton URA area (Section 10-236(b)). Section 10-258(a) requires structures found to have insects or rodents to be promptly exterminated by approved processes that will not injure human health, with precautions afterward to prevent re-infestation. Responsibility shifts depending on occupancy: the owner of a structure must complete pest elimination before renting or leasing it (10-258(b)); the occupant of a single-tenant non-residential structure is responsible for pest elimination on the premises (10-258(c)); in a multiple-occupancy building, the owner covers public or shared areas and exterior property, but if an occupant's own failure caused an infestation in the space that occupant controls, both the occupant and owner share responsibility (10-258(d)); and otherwise the occupant of any structure must maintain a continued rodent- and pest-free condition, except that the owner is responsible when the infestation stems from a defect in the structure itself (10-258(e) and its exception).

Enforcement follows the same notice-and-order process as other violations in this article: a written notice describing the condition and a correction deadline under Section 10-242, with a right to appeal to the building code advisory board within 20 days under Section 10-246(a).
