defines household trash to include rubbish, waste, paper, cans, bottles, rags, and other household materials, specifically flagging 'objects that may become a breeding place for flies, mosquitoes, or vermin, or that give off unpleasant odors' as the harm the section targets. Subsection (B) then sets the containment standard meant to prevent that harborage: all household trash must be stored wholly contained and enclosed in a liquid-tight container with a tight-fitting cover. Outdoor storage of those containers ahead of collection is limited to eight, and they cannot sit in a front yard or in a side or back yard facing the street; containers may only be set out 24 hours before scheduled pickup and must be returned to permitted storage within 24 hours after service.

Subsection (C) separately bans keeping junk or debris outside a building or garage, except for up to 14 days on a covered trailer or truck bed, closing off another common vermin-harborage condition. , with each day a separate violation, and the condition is declared a public nuisance under Section 8-1-16(B) subject to formal abatement, though it is not on the narrow summary-abatement list in Section 8-1-16(C)(1).
