requires every commercial vehicle operated on a Westminster street to comply with Colo. Rev. § 42-4-235 and its implementing rules, enforceable by any City police officer or firefighter who meets the inspector qualifications set out in the state statute. Section 10-1-12 then separately restricts where these vehicles may park. Subsection (B)(3) makes it unlawful to park truck trailers, semi-tractors, trucks (any vehicle with a body designed to carry cargo and a gross vehicle weight rating over 11,000 pounds), buses (seating more than ten passengers) and construction equipment on any public street or highway in the City, except while parked next to a construction site holding a valid permit for the purpose of loading and unloading materials.

The private-property side of the same restriction, subsection (C)(4), bars the same categories of vehicles from any private street, any residential driveway, a vacant lot in a residential district, or a front or side yard on the street, again except for loading and unloading at a permitted construction site. A residential district for these purposes covers any area zoned RE, R1, RA, R2, R3, R4 or R5, plus land designated residential in an official development plan, and everything within 300 feet of it. Separately, subsection (D) caps parking of any vehicle associated with a business, meaning one bearing a business sign or special occupational tags, to one per residential district property, if visible from public or private property. Violations issue as parking citations under subsection (E), which are civil, not criminal, matters carrying a 21-day appeal window through a two-level review process.
