Westminster, CO Fence Regulations: Material Restrictions (2026)

Section 11-4-6(P) governs every fence built in the City, and it works together with the adopted building code, which also covers pool fencing. Subsection (P)(2) splits fences into five classes: Class 1 masonry walls, Class 2 ornamental iron, Class 3 woven wire, Class 4 fences more than 50 percent open, and Class 5 fences less than 50 percent open, and that classification drives how tall a front-yard fence can be under (P)(3). The material ban sits in (P)(6), Prohibited Fences: barbed wire or similar sharp-pointed fencing is banned unless it's specifically approved on an Official Development Plan or Preliminary Development Plan, and even then it has to be installed at least six feet above the surrounding grade, and electrically charged fences are banned outright with no ODP pathway at all.

Height rules interact with material choice: front-yard fences of any class are capped at 36 inches, though Class 2 and 3 fences that are more than 50 percent open can reach 42 inches, while side and rear yard fences of any class can run up to six feet under (P)(3)(a)-(b). Industrial district fences can be any classification, capped at six feet only in required front yards, per (P)(4). Mobile home lot perimeter fences are singled out in (P)(5): they must be chain link, follow a uniform design across the whole park, top out at 36 inches, and require a permit and fee under the City's building permit rules.

Finally, (P)(7) applies an intersection sight-distance standard to both fences and retaining walls, requiring City-standard design near vehicular sight triangles and allowing the traffic engineer to have an obstructing fence abated as a nuisance.
