11, Open Areas, makes it the duty of every owner or operator to keep the premises free of a listed set of hazards, and item f, Unsanitary Conditions, specifically requires that animal droppings and sources of infestation from rodents or other vermin shall be eliminated in accordance with local health requirements. The same section requires refuse such as brush, weeds, filth, garbage, trash and debris to be cleared, since accumulated refuse is what typically draws rodents in the first place, and requires dead or decaying vegetation to be pruned.

2d requires that the premises of hotels and motels, including exterior grounds and common areas, be serviced by a licensed professional exterminator on a monthly basis so as to prevent and control any nuisances relative to rodent or insect infestation, and subsection c separately requires every mattress in a hotel or motel to be enclosed in a plastic zippered pouch to protect against contamination and infestation. 4d requires an owner whose vacant building is found infested with rats, termites, roaches or other vermin to undertake an expedient extermination certified by an approved exterminator. Enforcement of the general property maintenance duty runs through the same housing and code enforcement officials who issue rental compliance certificates under Chapter 17.
