Rowan County, NC Public Health Rules: Syringe Disposal (2026)

Article II, Solid Waste Management, treats sharps as a distinct waste stream. Section 19-26 defines the term to include needles, syringes and scalpel blades, and § 19-28(m) sets the operative rule: all sharps, broken or unbroken, must be placed in a sealed, punctureproof container before anyone disposes of them, a duty that falls on the same owner, occupant, tenant or lessee who is generally responsible for solid waste under § 19-28(b). The code does not open the county's convenience center greenboxes to sharps; instead § 19-46(c)(3) lists sharps among the wastes the sanitary landfill accepts only 'on a conditional basis,' alongside sludges and barrels.

Under the paragraph that follows that list, a generator of sharps or other conditionally acceptable waste must get prior approval from the landfill administrator at least three working days before transporting the load to the landfill, and the director of environmental services sets the conditions of acceptance, which cannot exceed the standards the North Carolina Department of Environmental and Natural Resources sets for landfill permits. The ordinance contains no separate provision addressing needle-exchange or harm-reduction program siting; that subject is not covered anywhere in Chapter 19 as staged.
