Fountain Valley, CA Public Health Rules: Syringe Disposal (2026)

Section 6.08.120 of the Fountain Valley Municipal Code lists the materials no person may set out for collection in the City of Fountain Valley. Item (10) covers sharps: hypodermic needles are prohibited unless broken and placed within a plastic container which cannot be pierced by the needle. That is the whole household sharps standard in the city's own solid waste chapter. A loose needle in a bag, or a needle in a container a needle can puncture, is a prohibited set-out.

The neighboring items matter for anyone with medical waste at home. Item (3) prohibits pathological, biomedical, toxic or radioactive waste, and item (4) prohibits drugs or medicines, so unused prescriptions and injectables cannot go in the gray, blue or organic cart either. Item (6) covers liquids, paints and any substance regulated under the Hazardous Substances Act, and item (9) covers items that damage collection equipment. Subsection (b) adds that sod, building scraps, bricks, concrete and other construction material can be refused at the collector's discretion.

The rule protects the crews who empty carts by hand or by machine and the workers who sort recyclables.
