1 defines harm reduction programs as those that work directly with people who use drugs to prevent overdose and infectious disease transmission and to connect people to treatment and other services. The same section draws a hard line on syringes: harm reduction programs operating within Kent city limits may not provide distribution or exchange of drug paraphernalia, including pipes, pipettes, or other smoking equipment, syringes, needles, or associated syringe equipment, unless the item was obtained directly from, or pursuant to, a valid prescription or order of a practitioner acting in the course of professional practice.

550. That companion section bans any use designed to provide a hygienic environment for consuming illegal or illicit drugs intravenously or by any other means, whether called a medically supervised injection center, supervised injection site, fix room, or drug consumption facility, in every zoning district in the city, adopted by Ordinance No. 4261 in 2017. Together the two sections mean a harm reduction organization can site a program in Kent to offer counseling, testing, and referral services, but cannot hand out or swap injection equipment, and cannot operate anything resembling a supervised consumption space anywhere in the city.
