Under Municipal Code Sec. 22-21.1(3), Champaign inspects the exterior and common areas of every R-2, R-4 or boarding-house rental property once every five years, and requires the owner to file annual sprinkler and fire-alarm inspection reports in the intervening years.
(3)The exterior of the premises and common areas inside of each building or part thereof that is occupied by an R-2 or R-4 occupancy or a boarding house as defined in the International Building Code as adopted, shall be subject to inspections for the purpose of verifying compliance with the International Fire Code and the property maintenance standards contained in this chapter in the following manner:a.Once every five (5) years, the City shall conduct said inspection.b.Once every year other than the year of the City inspection described above, the property owner or owner's agent shall be required to submit annual inspection reports for sprinkler systems and fire alarm systems when applicable. These reports shall be due within sixty (60) days of the anniversary of the previous year's inspection.c.In any year that a property owner or owner's agent fails to submit annual inspection reports for sprinkler systems and fire alarm systems when applicable, an additional inspection shall be conducted by the City.

Full Breakdown
This rental-specific track sits inside the City's broader systematic inspection program. The five-year City inspection and the intervening owner-filed reports both check compliance with the International Fire Code and Chapter 22's property maintenance standards. Sprinkler and fire-alarm reports are due within sixty days of the anniversary of the prior year's inspection; if an owner or owner's agent misses that filing in any given year, the City conducts an additional inspection that year rather than waiting for the five-year cycle. The same procedural protections that apply to Champaign's general systematic inspections apply here: the inspector must attempt to obtain consent from the person with legal possession of the property, schedule the visit on a weekday between 8:00 a.m. and 5:00 p.m., and give at least five days' notice; if consent is refused, the City must obtain an administrative search warrant under Sec. 22-21.1(5) before entering.
Violations & Fines
Deficiencies found during a five-year inspection or a missed sprinkler/alarm filing are handled as property code violations: the Code Official issues a written notice of violation under Sec. 22-45, and if it isn't resolved, a failure-to-comply ticket follows under Sec. 22-46, starting at $25 within seven days or $50 after, escalating under Table I-A for repeat offenses at the same address within twelve months.
