LA County's Rental Housing Habitability Program (RHHP), established by Chapters 8.53 and 8.55 (enacted April 2024), requires inspection of all rental units in unincorporated areas every 4 years. Inspections began November 2024.
On April 23, 2024, the LA County Board of Supervisors enacted Chapters 8.53 and 8.55, establishing the Rental Housing Habitability Program (RHHP). The program applies to all rental properties with 2 or more units and tenant-occupied single-family homes in unincorporated areas. Each unit will be inspected once every four years by the Department of Public Health Environmental Health Division. Inspections began in November 2024. Inspectors check for habitability standards including structural integrity, plumbing, heating, electrical systems, pest infestations, mold, and general safety. Property owners receive notice before scheduled inspections. The program also includes a complaint-driven inspection process where Environmental Health contacts tenants within 3 days and schedules inspections within 7 days of a complaint.
Landlords have 21 days to correct violations after the compliance date. Non-compliance may result in administrative hearings, fines, and additional inspections. Severe habitability violations may trigger immediate enforcement action.
