Purpose. The purpose of this section is to establish the Isla Vista Rental Housing Inspection Pilot Program in the unincorporated area of the County of Santa Barbara known as the community of Isla Vista. This section implements a proactive rental housing inspection program to protect the public health, safety, and welfare through the identification, prevention, and correction of substandard housing conditions that adversely affect the quality of life for residents living in the community and around the rental properties. ... The results of this pilot program will be reported to the board of supervisors after its first year of implementation. The board will determine to extend, modify, or repeal this section.

The program is a twelve-month pilot: it took effect thirty days after Board approval, and the Board reviews the first year's results before deciding whether to extend, modify or repeal it under Sec. 12. Inspection fees are waived for the first year under Sec. 13.

Violations & Fines

Failing to register a rental unit exposes the owner to penalties under Sec. 10-18.9: an infraction or misdemeanor charge and/or an administrative fine under County Code Chapter 24A, with each day of continued violation charged as a separate offense. The county can also register the unit itself and inspect it anyway. Submitting false information on a registration form is a violation subject to the same penalties, and Sec. 10-18.10 makes it unlawful for a landlord to evict a tenant in retaliation for reporting a code violation.

Does the Isla Vista inspection program apply to my rental elsewhere in the county?
No. Sec. 10-18.2 limits the program to the unincorporated community of Isla Vista, defined as the area south of El Colegio Road, east of Camino Majorca and W. Campus Point Lane, west of Ocean Road and the UCSB campus, and north of the Pacific Ocean beach. Rental units anywhere else in unincorporated Santa Barbara County, or inside the City of Santa Barbara, Goleta or any other incorporated city, are not covered by this program.
How long will the rental inspections continue?
The program is a pilot that took effect thirty days after the Board of Supervisors approved it and runs for twelve months from that date under Sec. 10-18.12. After the first year, county staff report the results to the Board, which then decides whether to extend, modify or let the pilot expire and be repealed.
What happens if I don't register my rental unit?
