West Bloomfield, MI Rental Inspections: Inspection Programs (2026)

Article XVII of Chapter 8 sets the routine inspection schedule that keeps a residential rental unit's certificate of compliance valid. Sec. 8-418(a) provides that "the frequency of residential rental unit inspections under this article shall be every three (3) years unless code enforcement receives a report of a violation on the property," and Sec. 8-418(b) requires vacant rental units to be inspected "every thirty (30) days to verify maintenance," with a unit vacant sixty days or more separately registered as vacant property under Article XVI.

Sec. 8-419(a) governs how a regular inspection is run: the code enforcement department mails the registered owner or property manager notice of the date, time and required fees thirty days before the inspection, the owner must then notify each tenant by mail and door posting at least twenty-one days ahead, and must provide the code official access on the scheduled date. An owner may ask to reschedule for just cause, but rescheduling is discretionary with the department. Failing to cooperate revokes the certificate of compliance and exposes the owner to a civil infraction under Sec.

8-419(a)(4). Under Sec. 8-416, the resulting certificate of compliance is valid for three years and can be revoked early if the owner blocks entry or an inspection turns up violations.
