40 of the Lancaster Municipal Code, the rental housing business license and preservation inspection program, applies to every residential rental property in the city, including parking lots, fences, common areas, pools and spas, except hotels/motels, licensed group homes, mobilehome parks and on-campus student housing (Sec. 030). ), the Los Angeles County Public Health Ordinance No. 30 (Residential Landscaping) and the pertinent parts of Title 15 (Buildings and Construction). 100: a property with a major violation is re-inspected one year after its certificate issues, a property whose other violations were fixed within 30 days gets a three-year cycle, and one whose violations were not timely fixed gets a two-year cycle.
Owners must maintain a current certificate of rental inspection compliance once the initial inspection occurs, and the director will not treat that certificate as a guarantee of full compliance with the applicable codes.
Violations & Fines
A property that fails inspection gets a written notice and order describing each violation and a correction deadline; the owner must fix the problem with all required permits and pay a re-inspection fee (Sec. 5.40.080(B)). Noncompliance with a notice and order automatically voids the certificate of rental inspection compliance (Sec. 5.40.110), and a new certificate cannot issue until every violation is abated and all civil fines and inspection costs are paid (Sec. 5.40.120(B)).
