Except as hereinafter modified, that certain code known as the International Property Maintenance Code, 2024 edition, First Printing, as published by the International Code Council, Inc., which code is hereby specifically incorporated by reference, shall be known as the "county housing code." The provisions of said housing code shall be controlling in regulating the conditions and maintenance of all non-owner-occupied residential structures and premises, and in ensuring that structures are safe, sanitary, and fit for occupation and use within the unincorporated limits of the county.
