Full Breakdown

California Civil Code Section 1941.1 defines a dwelling as untenantable if it lacks effective waterproofing, functioning plumbing with hot and cold running water, a working heating facility, adequate electrical lighting and wiring, clean premises free of vermin at move-in, adequate trash receptacles, floors and stairways in good repair, or functioning deadbolt locks and window latches. California Health and Safety Code Section 17920.3 adds substandard housing criteria covering dampness, inadequate ventilation, infestation, and structural hazards. Landlords must also provide working smoke alarms under Health and Safety Code Section 13113.7 and carbon monoxide alarms in units with fuel-burning appliances or attached garages under Section 17926. Moreno Valley Code Compliance and Riverside County Environmental Health can inspect and cite violations, with uncorrected defects potentially reducing rent through state-law remedies.
