Westland, MI Rental Property Rules: Repairs & Habitability (2026)

Article XI's Minimum Standards division applies to every Westland dwelling unit, whether owner-occupied or let to another for occupancy. Section 22-403 requires foundations, walls, roofs, and windows to be weathertight, watertight, and rodentproof, structurally sound, and kept in good repair, with plumbing, electrical, and heating equipment properly installed and maintained per the building code. Section 22-401 separately requires heating facilities capable of maintaining an average of 70 degrees Fahrenheit in habitable rooms when it is ten degrees below zero outside. The director of the building department enforces these standards through written notice, with a hearing before the enforcement appeal board available to anyone who disputes a violation notice.
