Unlike California or many large coastal cities, Texas does not mandate landlord-funded relocation payments for no-fault terminations. Travis County, lacking general home-rule authority over private landlord-tenant relationships, has not enacted relocation requirements. Tenants displaced by demolition, condo conversion, or substantial rehab receive only what the lease provides. Federal Uniform Relocation Assistance applies if a project uses federal funds (HUD, FHWA), but private displacements are unregulated. ECHO and Travis County HHS may offer emergency rental assistance for extremely low-income displaced households on a case-by-case basis.
No county violation exists for failing to pay relocation assistance; federal URA applies only to federally funded displacement and is enforced by the funding agency.
