Largo has no rent control. Florida Statute 166.043 and Section 83.425 preempt local rent regulation except in narrowly defined housing emergencies that must be voter-approved.
Florida law sharply limits any local rent regulation. Section 166.043 prohibits municipalities from adopting rent control or rent stabilization unless the city commission formally finds a housing emergency 'so grave as to constitute a serious menace to the general public,' the measure is approved by voters, and it sunsets within one year. Section 83.425, added in 2023, also preempts most landlord-tenant matters to the state. As a result, Largo does not cap rent increases on private market housing. The city does administer affordable-housing incentives through its Housing Division, but those are voluntary programs rather than rent caps on existing units.
Because there is no rent cap, there is no city enforcement mechanism, but landlords must still follow notice and lease requirements under Florida Chapter 83.
