Landlords renting residential property in Fremont are not required to register individual units with a rent board or pay per-unit rental fees. However, persons engaged in the business of renting property in Fremont must obtain a City of Fremont business tax certificate through the Revenue Division. Landlords must also comply with California Civil Code habitability requirements (Section 1941.1) and state AB 1482 rent cap and just cause protections where applicable.
