Hackensack, NJ Rental Property Rules: Rental Registration (2026)

Article II of Chapter 101, adopted 3-28-2023 by Ordinance No. A. , which requires business owners, rental unit owners, and owners of small owner-occupied multifamily homes to maintain minimum liability coverage and register proof of it with the municipality. Section 101-11 sets the coverage floor at Hackensack: rental unit and business owners must carry liability insurance for negligent acts and omissions of not less than $500,000, combined for property damage and bodily injury or death in any one accident, while owners of multifamily dwellings of four units or fewer where one unit is owner-occupied need only $300,000.

Section 101-12 requires those owners to register annually with the City, filing a completed registration form with the City Clerk, a copy of the insurance certificate, and a $50 administrative fee. For the article's first year, 2023 registrations were due within 60 days of adoption; afterward, annual registration is due by January 31 each year, or within 30 days of registering a new business or acquiring a rental unit in the City. The City Clerk confirms receipt of the registration and certificate under Section 101-13.
