On Bergen County roads, driveway curb cuts require a county Road Opening Permit. Blocking driveways is prohibited statewide under N.J.S.A. 39:4-138, and each Bergen County municipality sets its own driveway parking rules.
Bergen County maintains roughly 200 miles of county roads. New driveways or modified curb cuts on a county road require a Road Opening Permit from the Bergen County Department of Public Works Division of Engineering. Parking that blocks a driveway is prohibited throughout New Jersey by N.J.S.A. 39:4-138, which prohibits stopping, standing, or parking in front of public or private driveways. Beyond this, each Bergen County municipality adopts its own driveway surface, setback, and parking-on-driveway rules through local zoning and traffic ordinances.
Title 39 summons, fines, and towing for driveway-blocking; unpermitted curb cuts on county roads can require restoration at the owner's cost.
