Sugar Land requires all rental properties to be licensed through the Rental Licensing Program. Both single-family and multifamily rental units must register online through the Citizen Self Service (CSS) Portal. Unlicensed rental properties face fines up to $500 per day.
The Rental Licensing Program has been in effect since November 2007 for single-family and July 2009 for multifamily properties. Applications and payments must be submitted online. The city conducts exterior and grounds inspections after application. Properties cannot pass water service activation without a valid rental license. Owners may not rent to registered sex offenders within 2,500 feet of child-designated areas.
