Counties retain authority to adopt comprehensive plans and zoning, but must consider agricultural impacts and provide procedures protecting farm operations during rezoning. Conflicts between residential and agricultural uses generally resolve in favor of pre-existing farm activity under the come-to-the-nuisance doctrine codified in Title 22. Cities annexing agricultural land must respect existing operations during the transition. Local agricultural-zoning rollbacks are limited.
