NYC Admin Code 26-3102 limits any legal STR of fewer than 30 days to two paying guests plus the host. The host must physically occupy the unit during the stay, and guests must have unrestricted access to all rooms (no locked-off portion of the dwelling). The NY Multiple Dwelling Law 4(8)(a) further restricts Class A buildings (apartment houses of 3+ units) from any transient occupancy under 30 days. Larger families booking a Bronx unit must plan stays of 30 consecutive nights or longer to avoid Local Law 18 entirely.
