The site plan submitted with the permit application (Section 5-304(a)(5)) must show every bedroom with approximate square footage and the maximum number of overnight vehicles, which Fire Rescue uses when setting the occupancy figure. The ordinance does not impose a fixed two-per-bedroom or per-square-foot formula at the city level; the fire-code-driven maximum is set on a per-property basis.
Exceeding the occupancy listed on the Operating Permit, renting to multiple parties simultaneously, or operating without a permit is a violation of Title 5, Chapter 3 enforced by Code Enforcement under Section 5-309. Civil citations are adjudicated in Clarksville City Court, and repeated violations can lead to suspension or revocation of the Operating Permit by the Code Official.
