Cocoa has not adopted a short-term rental ordinance setting per-bedroom occupancy caps. Florida Statute 509.032(7)(b) preempts cities from adopting STR-specific occupancy limits unless grandfathered before June 1, 2011, and Cocoa has no qualifying ordinance.
Cocoa is separate from Cocoa Beach and does not share its Vacation Rental code (Cocoa Beach Ch. 26.5). Cocoa's Code of Ordinances and zoning Appendix A contain no vacation-rental chapter and no per-bedroom cap. FS 509.032(7)(b) bars cities from regulating STRs based on use, classification, or occupancy unless the rule predates June 1, 2011. Single-family occupancy is governed by the Florida Building Code and, where adopted, IPMC Section 404 (70 sq ft for the first occupant, 50 sq ft per additional sleeping-room occupant). State licensing under FS 509.241 still requires a DBPR Vacation Rental license for units rented more than three times per year for stays under 30 days.
