Ventura County's TRU ordinance sets explicit occupancy ceilings in Section 8109-4.6.8.1 of the Non-Coastal Zoning Ordinance. For a short-term rental, overnight occupancy is limited to a maximum of two persons per bedroom occupying up to five bedrooms, plus two additional persons, up to a maximum of ten persons. For a homeshare, no more than two bedrooms may be made available for rental, and overnight occupancy is limited to a maximum of five rental guests. The ordinance also limits total daytime headcount: inclusive of the owners in a homeshare, the maximum number of total persons allowed on the property at any time may not exceed the maximum overnight occupancy plus six additional persons. No person who is not staying overnight may be on the property during quiet hours (10:00 p.m. to 7:00 a.m. under Section 8109-4.6.8.3(b)). Critically, homeshares and short-term rentals may not be rented to more than one group at a time, and no more than one rental agreement may be effective for any given date (Section 8109-4.6.8.1(d)). The County determines the official bedroom count through the pre-permitting inspection under Section 8109-4.6.6, so operators cannot self-declare extra bedrooms to raise the cap. Permitted occupancy and guest limits must be displayed in the rental agreement, advertisements, and online listings.
Exceeding the per-bedroom or maximum-person limits, renting to more than one group at a time, or allowing non-overnight visitors during quiet hours violates Section 8109-4.6.8.1. Hosting events that exceed occupancy limits is separately prohibited under Section 8109-4.6.8.4.
