Shasta County caps short-term rental occupancy by approved bedroom and time of day. From 6:00 a.m. to 10:00 p.m. up to 5 guests per approved bedroom are allowed; from 10:00 p.m. to 6:00 a.m. the limit is 3 guests per approved bedroom. Children under 16 are excluded, and limits are in addition to the owner.
Section 17.88.230(F)(6) sets daily occupancy limits for all short-term rentals. Between 6:00 a.m. and 10:00 p.m., daily occupancy is limited to a maximum of five guests, excluding children under 16 years of age, per approved bedroom offered for rent. Between 10:00 p.m. and 6:00 a.m., the overnight limit is a maximum of three guests, again excluding children under 16, per approved bedroom. These caps are in addition to the property owner and any long-term occupants. The number of bedrooms that may be offered for rent cannot exceed the limit established by the approved vacation rental permit or hosted homestay affidavit, and a 'bedroom' must meet specific criteria in Section 17.88.230(B): fully enclosed conditioned space along an exterior wall, at least 70 square feet and no less than 7 feet in any horizontal dimension, a minimum 7-foot ceiling, a built-in closet or storage, and a window or door exiting directly outside that meets building code for light, ventilation and fire escape. House policies in each rental agreement must specify that occupancy is limited to three guests per approved bedroom (excluding children under 16).
Exceeding the daytime or overnight per-bedroom occupancy caps, or renting more bedrooms than approved, is a violation of Section 17.88.230 and an infraction. Repeated violations can support revocation of the vacation rental permit or hosted homestay affidavit, after which reapplication is barred for at least 24 months.
