" A three-bedroom short term rental, for example, would be capped at eight overnight occupants under the formula (three bedrooms times two, plus two). 16(c) confines them to within 4,000 feet of Medina's Uptown Park, an area bounded by East Liberty Street, South Broadway Street, East Washington Street and South Court Street. The short term rental provisions were added to the Zoning Code by Ordinance 187-24, passed November 25, 2024, making Medina's occupancy standard a recent, deliberate addition rather than a holdover general-occupancy rule borrowed from the building code.

Because the standard is codified in the Zoning Code rather than the general offenses code, enforcement runs through the city's zoning administration and conditional use/zoning certificate process rather than through a separate rental-licensing office, and a property that cannot demonstrate compliance with the bedroom-based formula is not operating as a lawful short term rental under Chapter 1155.
