Oregon, OH Short-Term Rentals: Occupancy Limits (2026)

City Code § 1155.09(a)(9)B sets the occupancy limit for short-term rentals, defined earlier in the section as dwelling units or portions of a dwelling offered for consideration for up to thirty consecutive days and advertised on a hosting platform. Under the operating-requirements subsection, the number of overnight occupants permitted in a short-term rental unit cannot exceed two occupants per sleeping room, and that maximum occupancy figure must be identified on the operating permit itself, so it is not left to a general standard but fixed per property based on its floor plan.

The related parking clause, § 1155.09(a)(9)C, similarly requires the number of overnight vehicles permitted on the property to be identified in the operating permit, and the application itself must include a floor plan identifying the number of sleeping rooms for maximum occupancy and a site plan showing designated off-street parking, with parking barred from unapproved surfaces or lawns under § 1155.09(a)(3)B.8. Operating a short-term rental over the identified occupancy or without the life-safety equipment required elsewhere in the section (smoke alarms, carbon monoxide detectors, and a fire extinguisher) also exposes the operator to permit denial or revocation under § 1155.09(a)(6) for conduct endangering neighborhood safety.

The occupancy rule and the rest of § 1155.09 were adopted by Ord. 084-2024, passed May 13, 2024, and enforcement runs through the Department of Building and Zoning.
