Ada County cannot require extra off-street parking just because a home is a short-term rental. Idaho Code 67-6539 forbids STR-specific parking mandates; the dwelling's normal residential parking standard applies.
Idaho Code 67-6539(2)(a)(vii) lists 'requiring additional parking' among the STR-specific restrictions counties and cities may not impose. An STR must meet the same off-street parking the Ada County Title 8 Zoning Code requires of any dwelling in that zone, no more. Guests still must obey ordinary street-parking, no-parking and obstruction rules that apply to everyone. For unincorporated parcels, the applicable residential parking standard is set in the county zoning code; cities apply their own residential standards within the same statutory limit.
Illegally parked guest vehicles are cited under the general parking and obstruction rules that apply to all residents; no STR-specific parking penalty may be imposed.
