Eastvale has no short-term rental parking rules because STRs are prohibited and no STR ordinance exists. There is no required guest-parking ratio or on-site parking standard tied to vacation rentals. General residential parking and zoning standards in the municipal code apply to homes, but they do not authorize or regulate STR use.
Cities that permit short-term rentals frequently require a set number of off-street parking spaces, ban street parking by guests, or limit the number of vehicles. Eastvale imposes none of these on STRs because it does not allow short-term rentals and has adopted no STR ordinance in which such standards could exist. The City states that short-term rentals cannot be operated within city limits, so there is no permitted vacation-rental use for which the City would establish a parking requirement. We did not locate any STR-specific parking provision in the Eastvale Municipal Code, and we will not fabricate one. Parking for residential property in Eastvale is instead governed by the general parking and development standards in the zoning code (EMC Title 120), which set off-street parking and driveway requirements for dwellings as a residential use rather than for transient lodging. EMC Section 120.06.010 defines a dwelling to exclude hotels, boardinghouses, and lodginghouses, underscoring that transient lodging is outside the residential use that those parking standards contemplate. Nuisance-level parking problems, such as abandoned or inoperable vehicles, are handled by Code Enforcement under the City's general municipal code authority, independent of any short-term rental framework.
There is no STR parking citation in Eastvale because no STR is permitted; the operation of the short-term rental itself is the violation, enforced through administrative citations (EMC Chapter 8.17) and nuisance abatement (EMC Chapter 8.18). General parking and vehicle nuisances at residential properties, including abandoned vehicles, are enforced by Code Enforcement under the municipal code. Residents may report suspected short-term rentals and associated nuisances through the My Eastvale app.
