When the Town of Herndon adopted its short-term rental framework in December 2019 (effective February 1, 2020), the Town Council required at least two designated parking spaces for STRs in single-family residences and one designated parking space for STRs in condominiums and townhouses. All STR listings must include parking location details in their advertisements. Town Code Chapter 42 governs general on-street parking. STRs are an accessory use under Section 78-80.4(u) of the Zoning Ordinance.
Herndon's short-term rental ordinance, approved by Town Council on December 10, 2019 with an effective date of February 1, 2020 (ZOTA #18-03 and the related Chapter 11 registration framework), set explicit on-site parking minimums for STR operators. According to the Town Council's adopted package as reported in Connection Newspapers, single-family residences operating as short-term rentals must make a minimum of two designated parking spaces available for lodgers, while condominium and townhouse units operating as STRs must provide one designated parking space for lodgers. Operators must include the parking location in any advertisement or listing (Airbnb, VRBO, Booking.com, etc.) so that lodgers know where to park before they arrive. Parking on the public street is governed by Town Code Chapter 42 (Motor Vehicles and Traffic) and is generally first-come, first-served; the STR ordinance does not authorize STR operators to claim or reserve on-street spaces. Habitation of recreational vehicles on public streets is prohibited under Town Code Section 42-160, and commercial vehicles are restricted in residential zones under Section 42-161. STR operators in townhomes or condominium projects must also confirm that the HOA or condominium association allows STR use and parking in accordance with the master deed or covenants, since the town requires HOA / COA notification as part of the registration process and the town does not enforce private parking covenants. Operators in the Downtown / Silver Line transit-oriented development area should expect tighter on-street parking conditions because of the Innovation Center Metro station and the Herndon Metro station nearby.
Failing to provide the required designated parking spaces, or omitting parking location information from a listing, is a violation of the STR registration conditions and can support revocation of the registration. Vehicles parked in violation of Chapter 42 (overnight RV habitation, blocked driveways, prohibited commercial vehicles) are subject to citation and tow by Herndon Police. Operating an unregistered STR is a $500 fine; continuing parking-related complaints from neighbors can lead to zoning enforcement through Community Development.
