Vienna's Chapter 18 zoning code requires off-street parking for one-family dwellings: 3 spaces on lots over 10,000 sq ft and 2 spaces on lots under 10,000 sq ft. The Town has no STR-specific parking add-on. Guests using on-street parking must follow standard Town parking rules.
The Town of Vienna does not regulate short-term rentals as a distinct land-use category and has not adopted a separate STR parking standard. STRs operate under the parking requirements that govern the underlying residential dwelling under Chapter 18 (Zoning) of the Town Code. For one-family dwellings, the off-street parking minimum is 3 spaces on lots greater than 10,000 square feet and 2 spaces on lots of 10,000 square feet or less, surfaced and graded to provide a dustless surface and lighted so that illumination is reflected away from adjoining residences. Because the Fairfax County short-term lodging zoning ordinance, which caps STR guests and imposes parking conditions, does not apply within the incorporated Town, Vienna STR hosts have no County-level parking ceiling either. Guest overflow typically goes to legal on-street parking subject to Town traffic and parking regulations and any posted restrictions. Hosts should confirm their lot meets the underlying residential off-street minimum, list available driveway capacity in their listing, and remind guests of street rules to limit neighbor complaints.
A dwelling that fails to provide the required off-street parking under Chapter 18 is in violation of the Zoning Code, enforceable by the Vienna Department of Planning and Zoning, and subject to a notice of violation, civil penalties, and orders to bring the property into compliance. Guest vehicles parked in violation of Town parking regulations or blocking sidewalks, hydrants, or driveways are subject to standard parking citations issued by Vienna Police.
