Kirkwood does not publish a separate guest-parking ratio for short-term rentals; the host's existing single-family driveway and on-street parking are governed by the city's general Parking, Access, and Mobility Standards. In any single-family residential district, no parking space may be located within the required front yard except on the paved driveway, and residential driveways are limited to a 10-20 foot width with a maximum of one curb cut per street frontage under 100 feet.
Kirkwood's short-term rental rules in Chapter 25 (Zoning and Subdivision Code) limit rentals to owner-occupied single-family homes and cap guests at no more than four overnight guests in the R-3, R-4, and R-5 districts (two bedrooms maximum) and no more than eight overnight guests in the R-1 and R-2 districts (four bedrooms maximum). The STR provisions do not impose a separate off-street parking ratio for guests beyond the underlying single-family parking standard, so guest parking is regulated by the same Parking, Access, and Mobility Standards (Chapter 25, Article VI) that apply to any single-family lot. Under those standards, no parking space or portion of a parking space may be located within the required front yard of a single-family or two-family lot, except that parking on the paved driveway is permitted; vehicles parked on grass, lawn areas, or unpaved portions of the front yard are prohibited. A driveway serving a single-family residence must have a minimum width of 10 feet and a maximum width of 20 feet. The portion of a driveway located in the required front yard that leads to a side- or rear-entry attached garage or detached garage is limited to a width of 10 to 13 feet. Lots with less than 100 feet of frontage are permitted a maximum of one curb cut per street frontage; lots with 100 feet or more of frontage may have up to two curb cuts on that frontage, with a citywide maximum of three curb cuts on any residential lot with multiple frontages. A nine-foot by nine-foot driveway turnaround is permitted in the front yard on certain designated streets (except where a circle drive exists), and turnaround areas may be built in the rear yard of any lot. On-street parking is regulated by Chapter 20 (Motor Vehicles and Traffic) and is subject to posted restrictions, snow-emergency rules, and the citywide prohibition on parking on lawns. Because STRs are limited to one per block in Kirkwood, neighborhood saturation of guest vehicles is structurally limited. Missouri's RSMo Chapter 304 governs general parking and traffic and does not preempt these municipal driveway and front-yard rules. St. Louis County does not separately regulate parking inside Kirkwood's incorporated limits.
Parking on lawns or unpaved areas of the front yard, exceeding the 20-foot maximum driveway width, installing an unpermitted curb cut, or violating posted on-street restrictions are municipal infractions enforced by Kirkwood Code Enforcement and the Police Department, with fines set by the City Council. Persistent guest parking violations at a short-term rental may also support non-renewal of the 12-month STR occupancy permit and business license under Chapter 13.
