Sahuarita, AZ Short-Term Rentals: Parking Rules (2026)

Arizona Revised Statutes Section 9-500.39 preempts cities from banning short-term rentals but explicitly preserves local authority to regulate health, safety, and nuisance impacts. Parking falls within this preserved authority. The Sahuarita Town Code prohibits parking on unpaved surfaces in residential areas and restricts vehicles from blocking sidewalks, fire hydrants, and rights-of-way. STR hosts are responsible for ensuring that guest vehicles do not overflow onto neighboring properties or create street congestion. The Town may require STR operators to provide parking information to guests as part of any registration or contact-person requirements enabled by the 2022 amendment to ARS 9-500.39 (SB 1168). Within Rancho Sahuarita and other HOA communities, parking CC&Rs often limit on-street overnight parking, require vehicles to park in garages or driveways, and prohibit parking on landscaped areas. These HOA restrictions are enforceable regardless of whether the occupant is an owner, tenant, or short-term rental guest. Listings on platforms like Airbnb and Vrbo should clearly state available parking spaces and any applicable HOA rules.
