In the Tahoe Basin (TRPA area), Washoe County STRs must provide one on-site parking space for every four occupants, all improved and on-site. Outside TRPA, the residential parking standard for the property applies. Too few spaces reduces your allowed occupancy.
Under WCC 110.319.15(b), outside the Tahoe Regional Planning Agency (TRPA) jurisdiction the parking standard for residential uses (or the standard at original building-permit approval) applies. Within the TRPA boundary, one parking space is required for every four occupants; no STR parking is allowed within access easements or public rights-of-way; and all spaces must be improved to TRPA standards, developed on-site within property boundaries, and dedicated to parking. In multi-unit complexes parking is limited to spaces allotted to the unit. Inability to develop enough on-site spaces will limit the maximum number of occupants the permit allows.
Parking in easements, rights-of-way, or off-site violates WCC 110.319.15(b); enforced through nuisance and administrative procedures under WCC 50.308 and Chapter 125, and can reduce permitted occupancy.
