Norfolk requires annual STR registration in addition to the one-time CUP approval. Registration includes fee payment, insurance verification, tax account confirmation, and operator contact updates.
After obtaining a Conditional Use Permit, Norfolk STR operators must register annually with the city. Registration requirements include: current certificate of liability insurance, verification of active Norfolk business license and TOT account, confirmation of 24/7 local responsible party with current phone number, updated operator contact information, and payment of the annual registration fee. Registration must be renewed before expiration to maintain legal operating status. Changes to the operator, ownership, or property configuration require notification and may trigger CUP review. Operators must post the STR permit or registration number in all online listings (Airbnb, Vrbo, booking.com, etc.).
Operating on an expired registration: treated as unregistered operation; daily fines and suspension of CUP.
