Virginia state law (VA Code 3.2-6540.1) prohibits any locality from adopting or enforcing a dog ordinance specific to breed. Norfolk therefore has no pit bull ban, no Rottweiler ban, no breed list. Instead, Norfolk uses VA Code 3.2-6540 (the Dangerous Dog Statute) to classify any individual dog based on its actual behavior: dogs that bite, injure, or show threatening conduct can be declared dangerous regardless of breed. Insurance carriers and individual HOAs/landlords may still impose private breed rules, but city code does not. Military housing at NS Norfolk follows DoD breed rules separately.
