Vacaville, CA Short-Term Rentals: Registration Rules (2026)

Registration in unincorporated Solano County is handled by two different County offices. On the land-use side, Planning Services processes the operating permit - an Administrative Permit for a Hosted Rental under Land Use Regulation 28.72.40(B)(5), or a Minor Use Permit for a non-hosted Vacation House Rental. The County's application materials include a Short-Term Rental Building Application, a VHR checklist, a Good Neighbor flyer, and a Statement of Rules and Regulations. On the tax side, the operator must obtain a Transient Occupancy Registration Certificate from the Treasurer-Tax Collector-County Clerk; the certificate must be posted at all times in a prominent place on the premises. The County also requires a Solano County business license and proof of commercial insurance. VHR operating permits are renewed annually, and renewal requires a Business License Renewal plus a VHR Self-Certification form (and a Re-Inspection form when applicable). Because the County does not exempt platform-listed properties, registering with Airbnb or Vrbo does not satisfy any of these County registration steps.
