010 makes it "unlawful for any person to perform any type of construction, or to place an encroachment of any kind, within the public street right-of-way without first having obtained an encroachment permit" from the city engineer. 020 defines "encroachment" broadly as any construction, work, or placement of an object, permanent or temporary, within a public street, and defines "public street" to include any right-of-way, highway, street, sidewalk, easement or thoroughfare the city owns or controls. 050(D). 050 requires a performance security (bond, cash deposit, savings and loan certificate, or letter of credit) equal to 100 percent of the estimated project cost, plus a separate warranty security equal to 10 percent of project costs once work is complete: the warranty period runs 180 days for projects under $25,000 and 365 days for projects over that threshold.

040 requires restoration of the street to its pre-work condition within two working days of completing the work, following city-established standards, and compliance with state Division of Industrial Safety construction safety orders. 070 authorizes a permit fee set by city council resolution.
