Bryan, TX Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Bryan City Code § 106-166 makes it unlawful to post, display, or carry a sign anywhere in the public right-of-way -- including sidewalks -- in a way that obstructs or interferes with, or threatens to obstruct or interfere with, vehicular or pedestrian travel, or that poses a danger to any person. Under § 106-168, any sign found blocking a public street, sidewalk, or alley can be seized by police, public works, building, or traffic staff and impounded for up to 30 days; redemption costs $25.00 plus $5.00 per day of storage. Non-sign obstructions and other encroachments onto sidewalks require a § 106-177 special use license or § 106-170 right-of-way work permit.
