No individual shall obstruct a street, sidewalk, alleyway, trail, county highway (as defined in sections 25, 960.5 and 1480 of the California Streets and Highway Code, or as amended), entrance to public facilities, or other public right-of-way (as defined by the Americans with Disabilities Act of 1990, or as amended) by sitting, lying or sleeping, or using or storing personal property in, or upon any public road or other public right-of-way. No individual shall obstruct any street, sidewalk, alleyway, trail, county highway, or other public right-of-way by siting, lying or sleeping, or using or storing personal property in, or upon any public street, alleyway, sidewalk, public property, or other public right-of-way within the following locations: 1. Five hundred (500) feet of public or private schools, public parks, playgrounds, public or private childcare facilities, and public libraries.

Full Breakdown

050(A) prohibits obstructing a street, sidewalk, alleyway, trail, county highway, entrance to a public facility, or other public right-of-way by sitting, lying, sleeping, or using or storing personal property in or on it. Subsection (B) layers on distance buffers where the same conduct is barred outright: within 500 feet of public or private schools, parks, playgrounds, childcare facilities, and libraries; within 500 feet of railroad tracks, property, and railyards; within 100 feet of any roadway overpass, underpass, freeway ramp, tunnel, or bridge; within 50 feet of a fire hydrant, fire department connection, or designated fire lane; and within 10 feet of an operational driveway or loading dock.

Subsection (C) authorizes immediate removal by enforcement officers and peace officers for any violation of the section, without the advance-notice requirement that applies to camp abatement elsewhere in the chapter. 020(F) to reach streets, sidewalks, trails, parks, and canal banks, so the obstruction rule covers the full range of county-maintained public space, not just downtown sidewalks.
