Subsection (c) allows the City to designate additional no-storage zones by posted signage, up to 500 feet from a public park or library, up to 500 feet from a designated overpass, underpass, freeway ramp, tunnel, bridge, or active railway where the Chief of Police finds a safety or health justification, and up to 1,000 feet from a facility providing shelter, safe sleeping, safe parking, or homeless-services navigation, plus a flat 500-foot no-storage zone around any school or day care center under subsection (e).
Before any subsection (c) or (d)-based enforcement, the Chief of Police must formally designate the area based on specific documentation, such as a death or serious injury, repeated violent crime, fire department responses, or interference with public right-of-way access, and the City must post signage at the location; enforcement cannot proceed without both steps.
Violations & Fines
Willfully resisting, delaying, or obstructing a City employee enforcing § 5.27.512, or failing to comply after being asked, is punishable under the administrative citation procedures of Chapter 7 of Title 1, and the section is also independently enforceable as an infraction under Chapter 2 of Title 1. No violation of the posted-signage zones in subsections (c) or (e) can be charged until the Chief of Police has designated the area and the City has posted signage there.
