Celina, TX Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Under City Code § 8.05.003, no one may place barrels, boxes, wood, merchandise, a vehicle, or other substances on a city sidewalk in a way that entirely obstructs or blocks passage, or that would prevent compliance with state accessibility statutes. Fruit stands, huckster's stands, or other stalls are also barred from sidewalks without proper permitting. A related general provision, § 8.05.002, separately caps any street, alley, or sidewalk obstruction (lumber, boxes, timber, firewood, posts, vehicles, etc.) at 72 hours and bars overnight parking that blocks a sidewalk or alley. A code enforcement officer or peace officer who finds an obstruction must notify the owner to remove it immediately; failure to comply leads to a municipal court complaint.
