City Code Sec. 102-4 makes it unlawful to construct, place, or leave any obstruction to travel, or any dangerous deposit, in or upon a street, sidewalk, grass strip, or other public place without a permit from the street commissioner. Nighttime obstructions must carry a red warning light, with a light at each end if the obstruction runs 20 feet or more along the curb. A companion rule, Sec. 102-5, caps temporary sidewalk use for handling goods (wood, coal, crates, merchandise) at two hours and requires a clear passageway at least six feet wide on business streets, four feet on residential streets. Sec. 102-6 separately bans permanent sidewalk displays, platforms, or storage of goods for sale.
