36, added by Ordinance 3338 in 2025, defines PUBLIC RIGHTS-OF-WAY broadly to include streets, alleys, sidewalks, curbs, crossings, parkways and any other area the City Council designates. 020 bars standing, lying, sleeping, sitting or otherwise obstructing ingress or egress to a public right-of-way or the entrance of a public facility or private building. 030 goes further, listing specific prohibited conduct: fixing in place, storing or leaving personal property unattended on a right-of-way or public facility; sleeping, lying or sitting on a movable chair, bucket, crate or cooler in the right-of-way; sitting, lying, sleeping or storing property on a median, parkway or landscaped area outside a space designed for sitting; and sleeping or lying on a transit bench, park bench, table or playground structure.

Division (F) adds ten distance-based buffers, including within ten feet of a driveway, loading dock, business entrance, fire hydrant, ATM, EV charging station, parking meter, curb ramp or intersection corner, and within 500 feet of any school or day care center. 040 carves out five exceptions: legally parked vehicles, trash set out for city collection, objects left no more than one hour for loading or unloading outside a regular pattern, temporary water drainage that keeps passage open, and licensed bus benches or shelters. 030(G).
